Answer the KSA questions in a STAR format. $1.$ Knowledge of national policies, programs, and procedures related to postal operations, such as$,$ mail processing, delivery, service, complement planning, and systems implementation.

$2.$ Ability to plan, analyze and evaluate operational models reflecting technological changes and improvements; and determine related equipment, systems, or network requirements.

$3.$ Ability to administer contracts, including overseeing and coordinating the formulation of statements of work; reviewing and evaluating contract proposals and coordinating, monitoring, and evaluating the work of contractors.

$4.$ Ability to develop budgetary and staffing requirements for projects and programs.

$5.$ Ability to oversee and coordinate the activities of others to meet project or task force objectives, including organizing, assigning, and monitoring the work, establishing effective work relationships, and facilitating the flow of work$-$related information.

$6.$ Ability to communicate orally in order to confer and exchange information with managers, contractors, vendors, other government agencies, major mailers, and professional and academic organizations.
