Application Activity #$1$: Pin the Tail on the Constitution

Congress wants to achieve many goals and pass effective legislation. However, in order to rightfully enact legislation, that legislation must directly relate to one of its Constitutionally given powers. Using Congress' enumerated powers in Article I $($listed on next page$)$ find where the best justification for the following goals is found in the Constitution. Write the number of the enumerated power and write a $2-3$ sentence justification for your choice. You will be evaluated on your effort and logic of justification, not if you are correct or not. Choose the answers that make the most sense and don't ruin the game by cheating! Powers can be used more than once but please only select $1$ per question.
