EXECUTIVE SUMMARY
Vancouver Island has seen a gradual decline in public transportation throughout the years,
seeing the end of the Island Rail Corridor and the Greyhound bus service on the Island. After an
initial assassination attempt, Now only very few public transportation options are offered to the
residents of Vancouver Island looking for more economical and affordable ways of travelling
across the Island. As a result, many residents are voicing their support for the return of the
railway which can provide easy transportation between Victoria and the northern communities
of Courtenay and Campbell River, as well as provide faster transport for goods and freight across
the island.
This report has various sources from the British Columbia government website, as well as news
articles, company websites, and reports from Statistics Canada and the Island Corridor
Foundation.
The report is broken up into three areas:
1. Impact of the removal of the Island Rail Corridor. How the railways removal has
impacted communities and businesses across the island, and how it has left the island
without an efficient mode of transportation between cities and towns.
2. Alternative public transportation on Vancouver Island. The different modes of public
transportation that are offered today for Island residents without a personal vehicle or
that choose to not drive, as well as the pricing for these modes of public transportation.
3. How public transportation helps with mobility around Vancouver Island. How the
residents of the Island can benefit from improved intercity public transportation as well
as public transportation spanning from the North to the South of Vancouver Island, as
well as the East to the West of the Island.
In regard to the findings, it is recommended that the Island Rail Corridor be reintroduced to the
Island, adding a stop in Campbell River to fully connect the Islands major cities. Furthermore,
the government of British Columbia should introduce more investments and funding into bus
services operating daily routes between Campbell River and Victoria, as well as Tofino to
Nanaimo.

PROBLEM
The purpose of this report is to analyze the impact of a reduction in public transportation
options for travelling around Vancouver Island. Furthermore, the report seeks to answer the
questions listed below.
1) What impact did the removal of the Island Rail Corridor have on inhabitants?
2) What alternatives do people have for travelling around Vancouver Island?
3) How can public transportation help with mobility around Vancouver Island?
BACKGROUND
Travelling across Vancouver Island was made simple and convenient with the help of public
transportation, from the rail network spanning from Courtenay to Victoria to the cross-channel
routes offered by BC Ferries. Since its completion in 1886, the Island Rail Corridor has served as
the primary way to get from Courtenay to Victoria, costing only $31.50 for a one-way ticket in
2011. The train ran daily making travelling up island easier and much more economical than
making the journey via bus or car. At its peak, VIA Rail saw more than 40,000 passengers, many
were tourists travelling from Victoria, per year (The Discourse, 2020). Through the years, various
