Create a Cause and Effect matrix for the relocation scorecard. I will post a blank version of a C&E Matrix on Blackboard for your use if you desire. You can also create your own. Location/vendor combinations should be on the left side (X's) of the matrix. Parameters you wish to score (y's)(capacity, safety, costs, location, testing, etc.) should be across the top.
