C++ I/O file reading problem:

Problem 2: Download the file elecdatafile.csv from the Moodle. (Do not cut and paste from here). The data file that you will use will have electricity consumption data for multiple users (every user has a different userlD). If there is no data for the given userlD, then cout "Not a valid userID". The data file will have electricity data for no more than a 24-hour period, and consumption data was recorded once a minute.
