Can someone please identify the business rules in this database design:

There are many types of loans that a beneficiary can avail of. The Association needs to keep track of the loan ID (identifier), loan name, and maximum amount that the beneficiary can avail of for a particular type of loan. The beneficiary can avail of a smaller amount, which is less than the maximum. The loan types (and their maximum amounts) that the beneficiary can avail of are the following: tuition fee (10,000.00), school supplies (2,000.00), and medical expenses (10,000.00). To ensure that the beneficiary can pay his/her loan, they are allowed to make a loan only if he/she had already fully paid the current loan.
