From this week's readings, The Mythology of Privatization in Contracting for Social Services article was interesting to me. I totally understand when the article says public managers should be smart buyers. It has been many occasions when we, as an agency wanted to purchase something and my supervisor and I have looked in multiple places both in person and online to find the best possible item. For instance, we needed to purchase retirement frames and we did an intensive search to make sure that we find and purchase the most cost-efficient and good quality item. The article also talked about the very important issue of accountability, managing, controlling, and evaluating contractors when it comes to social services. This is especially more challenging when agencies face intractable problems when it comes to social services. For example, there is no single cause for homelessness, and when it comes to privatizing and contracting out services to assist homeless people, agencies have difficulty measuring the outcomes, and also there have been many times that homeless people themselves refused the services offered to them so we would not have a clear answer for whether or not the services that an agency contract out is efficient or not. It is true that outsourcing services can have benefits for government agencies but it will be best if public and private companies build strong bonds and partnerships. One that both sides trust each other and are transparent with each other and that will make things easier and more fair when it comes to privatization.
