Case Study 1: The child care and education program where Penny is the director is doing very well. Not only is enrollment strong, there is actually a waiting list for the toddler group, which is made up of two -year-olds. While discussing the situation with some staff members, Nicole, an assistant teacher, suggested moving some of the two-year-olds up into the preschool group to make room for the children waiting to get into the program. The preschool group was made up of three and four-year-olds. Some staff members thought this was a good idea, while others were a bit hesitant. If the waiting list in the program was for two year old children, and the question was whether or not two-year-olds should be moved into the three and four year old classroom to make room for additional children in the two year old room, do you think some of the twos should be moved into the three and four year old classroom?
