The grants are based upon Public Law 110-199, the Second Chance Act of 2007, which authorizes grants to nonprofits that create mentoring programs to promote the reintegration of people released from prison into the community. The program compo- nents must include mentoring prisoners during incarceration through transition back to the community. Mentoring is defined loosely; it can be a one-on-one or a small group relationship, but it must take place in both prerelease and postrelease environ- ments.
