Chapter $6$B: $2$: Why do you feel some employees resist empowerment?

I feel that some employees resist empowerment because they fear mistakes. Mistakes may discourage some employees from taking initiative within a company. When a mistake is made, some managers tend to discipline the employee instead of correcting the issue and providing proper training. Lack of training and readiness could also prevent the employee from empowerment. If they are lacking the proper equipment and resources for proper decision making, failure would keep happening.
