Out of the approaches Bryson & George share for identifying strategic issues my first choice in a strategic planning process would be the SWOT/C analysis because I believe a public or nonprofit organization can learn a lot from looking within the organization. From answering SWOT/C analysis questions organizations can figure out a plan to better the organization. SWOT/C analysis seems to be structured to the organization's internal environment and when I think of improving something I think of looking within to figure out what steps are doable first before I start accounting for external factors.

How do you measure the effectiveness of a strategic planning team when it comes to improving a public service through identifying organizational strengths and weaknesses?
