To maintain a competitive position, manufacturers offer additional discounts and sales promotions to their customers. The company's management is concerned about wholesaler reaction to a new discount policy that they are considering. The company has recently taken following steps: 

• The sampling frame was defined as a list of 1000 of the largest wholesalers that stocked Wheels R Us tires, and the sampling elements were to be randomly selected from the list.
• A call back technique was employed, with callbacks being made each day at the same time of the original attempted contact.
• The sample size was quadrupled from 200 to 800 respondents.
• The sample elements that refused to cooperate were to be substituted by the next element on the list.
• An incentive of $1 was offered to respondents.
