There is a buffer before entering step 2, and the average duration of waiting in that buffer is 15 minutes.

At step 2, there is a assessment to specify where the flow unit must go next, and depending on the findings of that assessment, usually 70% of the flow units are directed to step 3 which takes half an hour in average, while the rest are directed to step 4 which takes 40 minutes in average.
