South Africa is presently experiencing electricity load-shedding that appears systemic and may have multiple causes.

Task ( maximum of 3000 words)

You have been tasked by the Minister of Public Enterprises with compiling a strategy to assess the underlying causes of the current crisis and to outline a productive policy strategy and process going forward.

The resulting technical memorandum should cover the following:

• First, perform a brief situation analysis to clarify the current situation
• Second, clarify the potential stakeholders who may strongly influence the adoption of a sustainable policy framework
• Third, propose a process and associated measures that could lead to the successful adoption and implementation of a sustainable energy policy framework
• Fourth, identify specific risks in the policy process that could lead to policy failure
