Both presidents instructed their relevant ministers, namely Namibia's Ministry of Works & Transport $($MW&T$)$ and Botswana's Ministry of Transport & Communications $($MT&C$),$ to put their heads together to ensure that the Trans$-$Kalahari Railway $($TKR$)$ project would be on track. Mr Kalomho $($Namibia$)$ and Dr Dithinde $($Botswana$)$ were given a responsibility to make the necessary arrangements to commence the project as Joint Client Leaders $($JCLs$).$

Internal consultations between MW&T and MT&C were activated and a joint decision was made to invite QUTE Project & Programme Management Consult $($Pty$)$ Ltd $($QUTEPPMC$),$ a company with its headquarters in Pretoria, South Africa, with branches in Gaborone and Windhoek, to review the progress of the project $($TKR Project$)$ and recommend the way forward and how the management should be put together. The JCLs specifically assigned QUTEPPMC to address the following aspects in their report:

$($i$)$ Review the TKR project progress to date and identify the challenges and achievements from the management of the value creation process. The review entails using project management best practice lenses to reflect on the TKR project management process.

$($ii$)$ Based on $($i$)$ above, propose the TKR project organisation structure, how it should be put together, and how it will work.
