After an intensive meeting between President Hage Gottfried Geingob and President Mokgweetsi Eric Keabetswe Masisi in Gaborone, Botswana, where Mr Kalomho was invited to present his overview of the project, an important communique was issued.
Both presidents instructed their relevant ministers Ministry of Works & Transport (MW&T)(Namibia) and Ministry of Transport & Communications (MT&C)(Botswana) to put their heads together and make sure that the Trans-Kalahari Railway (TKR) project is on track. Mr Kalomho (Namibia) and Dr Dithinde (Botswana) were given the responsibility of Joint Client Leaders (JCLs) for the project.
Internal consultations between MW&T and MT&C were held and a joint decision was made to invite QUTE Project & Programme Management Consult (Pty) Ltd (QUTEPPMC), a company with its headquarters in Pretoria, South Africa and branches in Gaborone and Windhoek, to review the progress of the TKR Project and recommend the way forward and how the management should be put together. The JCLs specifically assigned QUTEPPMC to address the following aspects in their report:
Review and analyse the TKR project progress (specifically within PPP arrangements) to date and identify the challenges and achievements in the management of the PPP project value creation process. Use PPP project management best practice lenses.
Propose the way forward for the project by using your PPP project management knowledge in the context of both presidents instructions to their ministers.
