Copt imports nuclear rods by train from another State called Dir. Both States are parties to the Energy Charter Treaty (ECT) and members of the World Trade Organisation (WTO). Copt becomes aware that Dir might soon impose a tax on all rods exported to Copt, but not on rods exported to other States. Copt proposes to impose an administrative charge for the upkeep of its national rail network. It is also considering acquiring LONCOR, an Dirian company operating within Copt, which was established to safely store these rods prior to their use. Copt would also simultaneously declare that such a measure had been necessary to ensure sustainable energy access for its population.
