The weather conditions were clear and dry; temperature of 50-55 degrees F. The project was to collect pedestrian and vehicle data and use the data to determine the relative safety of the crosswalk in front of the main entrance to the EPIC building crossing Philips Road into the surface parking lot adjacent to the Football Stadium complex. Recommendations are to be made for any minor changes or additions to the area of the study. Data was collected continuously over a 5 hour period, divided into 15 minute blocks, starting at one o'clock pm and ending at six pm. Paper and pencil technology was used to record the data. The data collected were: the number of pedestrians crossing Philips Road, by time and direction; number, direction, time, and type of vehicles passing the crosswalk on Philips Road; the number, direction, time, and type of vehicles entering (ingress) and exiting (egress) the parking area through the entrance at either end of the parking lot. Notes were to be made related to any additional observations by the people collecting data. There were a minimum of 3 people collecting data at any time. There was a Charlotte City firetruck coming from the Tryon Street entrance that passed the site at 1:43 pm. Some results: A total of 616 pedestrians were observed during the collection period. Fifty-seven percent of the pedestrians crossed from EPIC to the parking area. Two hundred ninety-four vehicles were counted during the collection period. Half the vehicles were travelling in one direction. Ninety-eight percent of the vehicles were passenger cars or light trucks. General observations noted: Most vehicles were traveling at a speed exceeding the posted 20 mile per hour limit. A number of pedestrians (est. 35-40) crossed near the crosswalk but outside of the crosswalk. Include 1 or 2 recommendations to improve safety at this location.
