David is an expert member of the Madison County’s Solid waste management committee (SWM is his specialty). Committee is recommending a plot of land in a sparsely populated (1000 people) area of the county for a landfill project. A group of wealthy people plans to build a private golf club and resort in a nearby land. Although small, this group of people is very organized and it has support from other wealthy people and politicians. They conducted a media campaign against the landfill project saying that it will ruin the most beautiful area of the county. They propose an alternative site near a poor community where 8000 people live.
