QUESTION 1

A small town, right in the heart of America, decided to auction off a lot it owned. The town published on the town website that it would accept bids through the mail, by next Friday. The only other information provided were details about the property that is being auctioned. Bob mailed in his offer before the Friday deadline and made sure that he followed every instruction of the auction. As it turns out, Bob had the highest bid! However, the town refused to sell the property to Bob. Bob sued the town. Based on the information in you text, will bob win or loose? Why?
