You finally get a chance to meet the director of the sourcing department in order to get her version about how new part suppliers are selected. This is her explanation: First the engineering department submits the new part specification documents to our department. This is assigned to a purchasing technical agent who reviews the documents and determines if they are complete or not. If they are not complete, they are sent back to the engineering department. If they are complete, they go through a cost evaluation, a mechanical evaluation, and then an outsource analysis. The outsource analysis has three possible results. First, it may result in a decision to return the documents to engineering to have them evaluate internal production (making the part at our Ciales factory). That is the end of that route. The second result of the outsource analysis is to assign the new part to one of the certified suppliers for a cost plus agreement. That is the end of that route. The third result of the outsource analysis is to develop a request for quotes (RFQ). In the case of an RFQ, the request document is developed, then is posted on the supplier website, then it is announced via email, we wait 4 weeks for quotes, then we analyze the different quotes, and finally select a supplier from one of the quotes.
