Theory: Human Capital Theory: The human capital theory highlights the economic value of education and job training. By engaging in educational and vocational programs, Black offenders can accumulate skills and knowledge that enhance their employability. These skills go beyond technical abilities and include traits such as communication, problem-solving, and adaptability.
