Many topics that are prominent in the media can make the public want a change in legislation, and if its extremely important it may be moved forward sooner than a traditional issue might. A Presidential Directive that was a direct response to terrorism was the Homeland Security Presidential Directive initiated by President Bush. This was was in October 2001, soon after the September 11 attacks. President Bush issued the Integration and Use of Screening Information HSPD, which established a database to be used for suspected terrorists. This is still used today to have homeland security keep a better watch on domestic and international terrorist organizations and information on their movements and actions.
