Many topics that are prominent in the media can make the public want a change in legislation, and if its extremely important it may be moved forward sooner than a traditional issue might. A Presidential Directive that was a direct response to terrorism was the Homeland Security Presidential Directive initiated by President Bush. This was was in October 2001, soon after the September 11 attacks. President Bush issued the Integration and Use of Screening Information HSPD, which established a database to be used for suspected terrorists. This is still used today to have homeland security keep a better watch on domestic and international terrorist organizations and information on their movements and actions.

Classmate 2 Question: The Emancipation Proclamation issued by President Abraham Lincoln redirected the emphasis of the Civil War and laid the groundwork for the ratification of the Thirteenth Amendment to the United States Constitution, which ended slavery in the United States. The Emancipation Proclamation is not just a remarkable speech; it is also the most well-known presidential decree in the history of the United States of America. Although it was nearly two years before Congress ratified the 13th amendment, it provided that all slaves in the rebellious states "shall be then, thereafter, and forever free." Executive actions are critical to the President's ability to enforce the laws of the United States, but they have also become more controversial as Presidents use the device more frequently and in unprecedented ways. This presentation addresses the sources of power that the President may depend on to issue executive orders, the sorts of executive orders that can be issued, and the differences between executive orders and executive memoranda that can be issued by the President.
