As you may be aware, variable message signs $($VMS$)$ have been extensively used for providing traffic information to drivers under both recurrent and nonrecurrent congestion. Their effectiveness with respect to detouring traffic under various levels of congestion, however, remains to be investigated. Therefore, please design a research plan that can yield a set of guidelines for assisting traffic operators in selection of appropriate messages under various congestion levels of incidents, and thereby achieving the target detouring flow rate.
