During the early $2000$s$,$ Sub$-$Saharan African nations were receiving drug donations from pharmaceutical companies that were not always needed, safe, or appropriate. Thus, two non$-$governmental organizations $($e$.$g$.,$ Oxfam and Doctors Without Borders$)$ brought together scientists, recipient countries, donor agencies, and industry, to develop The Guidelines for Drug Donations in Low$-$ and Middle$-$Income Nations. Governments and organizations in more than forty$-$five Sub$-$Saharan African nations adopted The Guidelines. An evaluation showed that donations were then better meeting a recipient country's needs.
