EMERGENCY MANAGEMENT

Scenario

A major tornado has touched down five times in your community. You don't have a lot of details, except that it has caused extensive structural damages at each site. Fires are raging out of control in two buildings. There are reports of deaths and injuries, as well as missing persons at three of the sites. It is now $6$:$00$ p$.$m$.$ The rain is intense; the weather shows no sign of relief.

Many agencies are responding to the emergency. As a member of the emergency management group, some of these agencies are familiar to you while many others you have never worked with. They are all converging on the scene to be part of the solution.

You are also a member of the emergency operations center $($EOC$)$ team that has been assigned responsibility and authority to manage this emergency and to ensure adequate and appropriate response. Despite the lack of information regarding the emergency, your team must design a preliminary plan for managing the situation. You have brought your EOC control group to your alternate EOC since the primary EOC was too close to the stricken area. You are about to get organized. EMERGENCY OPERATIONS CENTRE
