Marking criteria:
1) Is the description of the background of the policy/act/law adequate? (10%)
2) Is the description of the main features of the policy/act/law clear and adequate? What are the economic theories behind it? (20%)
3) What are the proposed outcomes of the policy/act/law? (10%)
4) Has the policy/act/law achieved the proposed outcomes? If yes, to what extent? If not, what are the main reasons causing the failure? Is it due to the design (e.g., wrong economic theory applied)? Is it due to poor implementation and/or enforcement? (40%)
5) What would be your proposals to improve the policy/act/law? This can be improvement to the design and/or implementation. You need to briefly explain your proposals (10%)
6) Is the style and presentation of the report appropriate? (10%)
Note:
1) It is acceptable the policy you evaluate was later repealed.
2) The report has a word limit of minimum 2,000 and maximum 2,500.
3) While there is no specific requirements on the format and structure of the report, it must be easy to navigate. Please note there is a maximum 10 marks' penalty for poor structure.
