Explain the steps that the municipality must take before it makes a decision on the applications. Make reference to any applicable legislation and any policies that might support their proposal. Explain what steps your client can take at the Ontario Land Tribunal if the Council approves its application and a third party appeais it, but the third party did not make submissions of any kind to Council before Council made its decision. Also explain what steps your client can take if (instead of approving the application) the Council refuses its application or fails to make a decision on its application. (15 marks)
