$.$ FEMA has many differentsubsystems according $($FEMA Organization $2018)$ to their organizational structure. The three thatI know most about are the Integrated Public Alert Warning System $($IPAWS$),$ National ContinuityPrograms $($NCP$)$ and Disaster Relief Fund $($DRF$).$ The one that will be discussed in terms of their HR management problems is the IPAWS division. Issues in the IPAWS division can cause the overall effectiveness of the organization to falter resulting in decreased service to its stakeholders, the states, tribes and local governments that rely on the services FEMA offers. The one major organizational subsystem that needs to be changed in the organization is the IPAWS division. The IPAWS division handles the emergency alerting system that the vast majority of the country relies upon to get their wireless emergency alerts, such as weather alerts and child abduction notices.
