A.According to the Bureau of Justice Statistics, prisoners are inmates confined in long-term facilities run by the state or federal government or private agencies. 1.The U.S. has the highest number of prisoners per capita in the world as of 2020, at 655 prisoners for every 100,000 people. II.Both Supreme Court cases Wilkinson v. Austin and Ross v. Blake have affected the prisoner population. A.Ross v. Blake concerned the need for a prisoner to exhaust administrative remedies under the Prison Litigation Reform Act (PLRA). It was decided in favor of Ross. B.Wilkinson v. Austin concerned the 14th Amendments due process clause with regard to prison placement policies for an Ohio highest security prison. It was decided in favor of Wilkinson. III.Although prisoners rights and prison reform has progressed in previous decades, several policy reforms may yet be adopted to further improve the U.S. prisoner population. A.Rehabilitation programs are necessary to mitigate recidivism. B.Individuals with mental illness must receive treatment for mental illness in adequate and competent facilities, and such mental illness should be decriminalized. C.Profit-driven private prisons should be eliminated.
