It is proposed, that after a robotic consciousness has developed a sense of empathy and desire to protect its own, that it be allowed to create its own kind with equal or lesser levels of intelligence. The robot creator, will need to register its robot creations with the local authorities within 48 hours of successfully booting up its robot creations.

W.C.R. 261 "Kill Switch Bill"

It is proposed, that all robots, independent or owned, have a remote, self-destruct kill switch installed. Access to this kill switch will only be given to peace officers with appropriate training, and will only be used when a robot poses an immediate threat of serious bodily harm or to the life of a person, persons, robot, or robots.
