For this first step in preparing to write the policy essay, you will complete a research proposal and a ten-entry __ annotated bibliography. At least half of your sources should be from peer-reviewed publications. Once again, for this essay, the topic will be College Completion. This is a fairly broad topic, so you will need to use prewriting strategies to develop your ideas and narrow your Main argument down to a thesis statement. This is much different than the last essay. You may use the sources you found for the Causality Essay as a start, but this is a much different argument and structure. Your thesis must argue for a change in rule or law in relationship to a specific problem related to the topic of college completion. Since this is the same topic as the Causality essay, you may reuse sources from the original bibliography if you wish. Be sure to really narrow your focus for the proposal. College Completion is a major topic with many different issues and causes. You need to really narrow-down to a specific problem in relationship to completion and propose a policy change to fix it
