1. During this group assignment, students will use the Archibald Firefighters' Arbitration Case to apply the collective bargaining and arbitration processes. This team role-play involves a negotiation process between union, and management facilitated by the assigned arbitrator(s). 2. Students will represent each of these three groups (union, management and the assigned arbitrators) and will use negotiation skills to reach a win-win settlement for this case. Each side will present their position in two rounds and then the arbitrator will reach a final decision. 3. Students will participate in this live role-play through the "Student Online Meeting Sign-Up" Zoom and will record this session for subsequent viewing and reviewing by the instructor. Students in groups will conduct research to prepare for the role- play. 4. After the role-play. Students in each of three groups (union, management and the assigned arbitrators) will write a reflection report (1500-1800 words double-spaced, 12-point font, excluding cover page and references page) which documents the final decision, rationale for their group's position/decision, and feelings about the arbitration outcome. The Archibald Firefighters' Arbitration Case Archibald is a city of 100,000 residents in Southern Ontario, and the city has passed the endof its labour agreement with the firefighters' union without coming to agreement. Theunion has asked for a 15% increas in pay over three years, provision for earlier retirementand full income protection for the firefighters' long-te disability insurance in case of jury on the job. The union justifies this position based on the higher wages a benefits offirefighters in nearby Toronto. The union wants to approach parity with Torontofirefighters. The position of the city is that the city cannot afford such a great increase in cost. Theaverage increase in pay for City employees over the past two years has been 2.5% with noincrease in benefits. That is what the city is offering The mayor of Archibald knows that the citizens will not accept a reduction in fireprotection. In addition, this year, the mayor is running for re-election and does not want togive political ammunition to his opponent, a firebrand liberal who claims that the currentcity administration has reduced services, contributing to a drop in local employment. Tocounter the opposition, the mayor has made public statements calling for reduction in cityspending and a move toward more privatization of city services to save money. Whileirefighters could not be replaced by contractors, other services, such as fire inspectionswhich firefighters conduct, could be. The mayor is also publicly advocating a tax reductionfor city residents. Knowing this, the current mayor needs a quick solution but cannot be seen as yielding to the union. The mayor's Public Safety Director suggests setting for a pay increase of 6%over 12 months or 8% over two vears.
