Harm reduction strategies began to develop as early as the 1960s and 1970s in the Netherlands. Although the use of drugs such as heroin is illegal in the Netherlands, the country has long had a relatively tolerant attitude towards drug use and drug users. The Dutch have supported the idea that allowing some drug use (ex. cannabis) may deter people from turning to more dangerous and potentially lethal drugs.

In this, our final discussion forum, we examine the issue of harm reduction as a drug prevention model.
