Cell Tower Case Study:

Your organization has decided build to build a cell phone tower. You have decided to start the cell tower project Monday, March 27, 2023.

• Overview: Describe the purpose and the desired outcome(s) for the cell tower.
• Scope: Write a preliminary scope statement that includes what is in scope for the project and what is out of scope for the project. (This is the scope baseline.)
• Specifications: Draft preliminary specifications for the cell tower (e.g., location requirements, height, construction materials).
• Stakeholders: Compile a complete list of potential stakeholders (e.g., FCC, AT&T, customers, landowner(s)).
• Work Breakdown Structure: Generate a WBS for the cell tower to at least level 3. The WBS must contain at least 40 elements, including at least 25 work packages.
• Network Diagram: Using (only) the work packages from your WBS, create a network diagram for your cell tower. Make sure the network diagram includes the associated logical relationships (i.e., predecessors/successors) among work packages.
• Resource Requirements: Identify and estimate all resources required for each work package in your WBS. (Remember that resources include people, materials, equipment, facilities, and services. Note: A table is expected that includes a row for each work package and a column for each resource type.)
• Cost: Generate a budget for the cell tower based on the work packages in your WBS. (This is the cost baseline.)
• Schedule: Generate a schedule using MS Project that models the total time to complete the project. The schedule must include all the elements from your WBS, as well as the following information for each work package: duration, logical relationships (i.e., predecessors/successors) to other work packages, resource allocation, and cost. (This is the schedule baseline.)
• Risk Management: Generate a risk register for the cell tower that includes 1) identification of each risk (for this assignment, identify only threats); 2) a response strategy (mitigate, avoid, transfer, or accept) for each risk; and 3) risk response action(s) for each risk (i.e., what will be done before the risk becomes a reality, consistent with the strategy chosen for that risk; note that these actions are different from contingency plans, which are only put into effect if/when the risk actually occurs). The risk register must contain the 10 most relevant risks for the project (no more). (Note: A table is expected for the risk register.) Based on the risk register you create, ensure the scope, cost, and schedule baselines account for the risk response actions you identified.
