Pretend you are a safety officer for an oil company with operations similar to the CNRL tank farm. You have been asked to summarize the report in a 1500-word memo to the CEO of the oil company for whom you work. Your worksite is very similar in design and operating procedures to the CNRL site. Your memo must address the following issues:

• What are the proximate and root causes of the incident?
• What kinds of controls would prevent a similar incident at similar tank farms?
• How do you recommend your company proceed in light of this report?
