Hello, I need help determining what is good question to propose for my project, and what Data Analysis to use for my data.

This real-world situation I have is to identify and compare the average of individuals in each group represented in the county. Using demographic elements that represent the county's population, and average should be calculated to determine the funds to be allocated from a new state initiative, and to create regional curricula and support services.

I have a set of data with three columns, one column lists the 30 data elements that were studied in the county, and the other two columns represent the amount of people in each of the two districts in the county.

I am not sure what data analysis to use (linear programming, crossover analysis, t-test, regression). Please help!
