Her management team had just conducted interviews with four individuals, each well qualified on paper to take on the role of management and budget analyst in their local government agency. The interviews went well and Vicky thought three of the four candidates were qualified. However, when the team sat down to decide who to hire, it was chaos. Her four staff members all had radically varying reactions to the candidates and some of the comments led Vicky to worry about whether they were violating personnel policy.
