help write in a simpler way: The Winterfest Scherr Legate Lights Parade, a unique spectacle in the El Paso community, marks its 28th year with an expected attendance of over 55,000 spectators. As the city's sole light parade, it features more than 55 floats, marching bands, entertainers, and wandering illuminators, adding to the downtown festivities each year. As the city's s largest annual event, it requires extensive coordination between local, state, and federal organizations to ensure public safety and smooth operations. However, recent audits have revealed significant gaps in interagency communication, leading to inefficiencies and potential risks. This paper aims to address these issues by proposing two theories, the Network Theory, and the Public Management Theory. These 2 theories will be explored for their potential to enhance the emergency communication network during the Winterfest Scherr Legate Lights Parade. By applying these theories, we aim to foster a more collaborative environment where the focus shifts from hierarchical standing to achieving common goals for the benefit of the El Paso community
