hi please help: assuming we have a small clothes manufacturing company that's wanting to expand, how do I "create a data collection plan and measurement criteria for how production output and product quality will be measured." I assume the collection plan is a table but what goes in it, I don't know how to make one and what measurement criteria to choose. please help.

just some info that might or might not be needed, the topic is capacity planning. the company has a bidding and contracts department, receiving department, production department, shipping department, and hr. each has a manager. what they do is basically place bids, order raw materials, produce goods (socks, ties, shirts, etc), ship them. other activities include hiring, reassigning staff, and buying/upgrading machines.
