Attorneys are subject to direct regulation by State while paralegals are subject to less regulations, but the state may impose more rules if desirable. Paralegals are indirectly regulated by attorney ethical codes and by the state laws that prohibit nonlawyers from practicing law. Attorneys engage in selfregulation because they play critical roles in establishing majority of rules governing their profession.
