I am attempting to use SQLCMD to test connecting to the SQLSERVERHOA TCP/IP listener on TCP port 4459. I am however continually receiving the message:
"Sqlcmd: Error: Microsoft SQL Server Native Client 11.0 : TCP Provider: No connection could be made because the target machine actively refused it.

Sqlcmd: Error: Microsoft SQL Server Native Client 11.0 : Login timeout expired.
Sqlcmd: Error: Microsoft SQL Server Native Client 11.0 : A network-related or instance-specific error has occurred while establishing a connection to SQL Server. I've tried restarting the instance, changing the syntax to "SQLCMD -S TCP:.\SQLSERVERHOA,4459" but I can't seem to get the thing to work. Any suggestions?
