H.R.1 - Family and Medical Leave Act of 1993
Our suggestion is to expand the Family and Medical Leave Act (FMLA) of 1993 by providing wage replacement for parental leave for eligible individuals. Currently, Sec. 102 entitles eligible employees to up to 12 weeks of unpaid leave during any 12-month period after the birth or adoption of a child. Only some individual employers/companies and a few states (California, Rhode Island, and New Jersey) offers paid family leave. The U.S. is one of the only industrialized nations that does not guarantee any paid time off for employees going on maternity leave even though having a baby is one of the most expensive health events that may occur to an individual or family.
I have almost everything done... What I am having difficulty is to explain the specifics of the cost/funding for this law modification...

Finances by payroll deductions would costs employees less than $1 per week, each employee is to contribute a percent of their taxable wage base, with a maximum yearly deduction. Eligible employees for the program are allowed to take up to six weeks of paid leave and receive weekly benefits that are two-thirds of their average weekly wages. In California, the paid leave program was established ten years ago and has paid 1.8 million in claims and authorized 4.6 billion benefit payments thus far (Devlin, 2015).
