Objective function: Minimization the total workforce Min Z= Az X + Ay *X

A; the standard Manpower ( STD number)

I; index for the line 1,2 or 3 The hardship is that I want to make a formulation link that;

X; number of teams (Either 0,1 or 2)

I would need to assign:

- 0 team if 0 shifts in the month

- 1 team is required if I receive 24 shifts or less

- 2 teams requires for a plan more than 24

It is X is a formula-based variable with If statements, X is not binary ( Either 0 or 1) but also shall consider 2, as what is shown in the example, so it is like nested if the number if shifts is certain value, x shall be assigned with considering the condition.
