I need help.. I have no idea how to do this or even get started. Any tips on how to get started would be greatly appreciated!

The Registrar Clerk needs to register one or more students into school for the new semester. The tuition for each student is determined as follows: In-state and out-of-state students pay tuition at different rates. In-state students pay $76 per credit hour but no more than $1,216 in a semester. Out-of-state students pay $268 per credit hour but no more than $4,288 in a semester. The computer/tech fee is $3 per credit, student activity fee is $35, computer access fee is $85.

The school is also giving students an optional health plan per semester as follows:

Write the program to ask for the code of the health plan. Keep in mind that the user of the program may enter a lowercase or uppercase letter. The program must be able to handle both. Must implement the health plan options using a switch statement.

Program must verify that the Registrar Clerk does not enter any negative dollar amounts. The Registrar Clerk must enter -1 to stop the program.

The program must generate a summary report with the following information in an output file (tuition_report.txt):

Each Student Name, In-State or Out-Of-State Status, health plan code and Tuition Paid

The Total Tuition Paid for all In-State Students

The Total Tuition Paid for all Out-of-State Students

NOTE:

No arrays should be used to solve problems and No non-constants global variables should be used.
