i need help understanding what the "target outcome" is when implementing new digital technology in the workplace to work more collaboratively in a project implementation plan.

This is what is says in my plan as a guide:

Outcomes

Target Outcomes are what the project will be held accountable for. Target Outcomes have a measurable benefit and will be used to gauge the projects success. Target outcome measures will help answer such questions as 'what have we achieved?' and 'how do we know? Target Outcomes are expressed as a statement in the past tense and usually start with a word ending in 'ed.

would this be from the business vision, mission or goals?
