I$$ve heard that statutes are often ambiguous and require interpretation by the courts. That made no sense to me given that I thought parliamentarians made statutes and they had to prevail over the judges in court cases.

To this end, could you please:

$($a$)$ Discuss and explain the need for legal interpretation of words in Statutes; and

$($b$)$ Explain whether the court follows the words of the legislation literally or in some other way?
