All stakeholders don't have to be included, the project manager needs to know Who needs to know, what needs to be communicated, when it needs to be communicated, where it should be communicated, why it should be communicated, and lastly how it should be communicated. One gauge of your project's communication complexity is the number of potential communication channels. The more channels there are, the more opportunity there is for "noise" to cause miscommunication (Aldridge,2022). There is no advantage in supplying stakeholders with information that isn't needed or desired, and the time spent creating and delivering such information is a waste of time and resources.
