In $2022-2023$ DH received funding for a new data collection system for the mental health

sector in response to the Royal Commission into Victoria's Mental Health System. This

includes a mental health and wellbeing record and a mental health information and data

exchange, which will be able to send DH data in real time. DH plans to include the AOD

sector in this project in $2026.$ It is important that going forward, DH makes improvements to

its project management approach to ensure better outcomes from the development of such

systems.

Questions

You are required to respond to the following four statements$/$questions in accordance with

$1.$ Stakeholder engagement is critical to ensuring effective project outcomes. Critically

evaluate the approach to stakeholder engagement evident in the VADC project. What

recommendations would you make to DH on how it should improve its stakeholder

management in the future?

$2.$ What are the pros and cons of incorporating a Gateway Review $($phase gate$)$ process

in the VADC project? In your answer explain where you would $($and would not$)$

recommend phase gates be placed in the project.

$3.$ Project control is the process of comparing actual performance against the plan to

identify deviations, evaluate possible alternative courses of action, and take

appropriate corrective action. What control steps do you believe should have been

undertaken as part of the VADC project and why?

$4.$ Critically analyse the strengths and weaknesses of agile, waterfall and hybrid project

management approaches for managing the VADC project. What would be the main

impact each of these approaches would have on the project lifecycle and project

outcomes?
