In a $2000$ study conducted by the World Health Organization $($WHO$)$ as to which of the health care systems was the best in the world, which country came out on top in overall performance? The rankings were based on four composite indicators each weighted equally: $(1)$ level of health, $(2)$ health inequality, $(3)$ health system responsiveness and its distribution across groups, and $(4)$ financial fairness.
